Growing up working in his family’s ironworking shop in Kansas City, Tim learned to prioritize hard work, kindness, and service. After graduating from the University of Missouri, Tim embarked on a transformative journey that would shape his lifelong vocation. He volunteered at a technical school founded by Jesuit missionaries in El Progreso, Honduras, where he taught carpentry and welding. Tim went on to earn a law degree from Harvard Law School, where he met his wife of nearly 40 years, Anne Holton. Anne, the daughter of Virginia Governor Linwood Holton, shared Tim’s commitment to helping others and together they embarked on a life journey of service and advocacy. TIM’S SERVICE
Following law school, Tim and Anne settled in Richmond, found a church community and were blessed to raise three children. For 17 years, Tim worked as a civil rights lawyer, representing people facing discrimination by banks, landlords, and local governments. In 1998, Tim helped to secure one of the largest civil rights jury verdicts ever for people facing racial discrimination in obtaining homeowners insurance. Motivated to help solve issues faced by many of his clients, Tim ran for Richmond City Council and won his first race by just 97 votes. (Source: https://timkaine.com/)

As a City Council member and later Mayor of Richmond, Tim worked with others to cut crime, build schools, create good-paying jobs, and clean up the James River. Tim’s work helped Richmond reverse decades of declining population and begin a major renaissance. Tim’s success as mayor propelled him to election as Virginia’s Lieutenant Governor and Governor. As Governor, Tim demonstrated true fiscal stewardship by managing the state through a national recession while also expanding early childhood and technical education, improving public safety, preserving open space and investing in cleaning up the Chesapeake Bay. EARLY COMMITMENT TO PUBLIC SERVICE Tim grew up working in his father’s ironworking shop in Kansas City. His parents taught him the value of hard work and showed him how small businesses and technical skills strengthen this country every day. After graduating from the University of Missouri, Tim started his public service career by running a technical school founded by Jesuit missionaries in Honduras. He trained teenagers to become carpenters and welders, equipping them with skills to lift up themselves and their communities. As Tim says, his work in Honduras was “a North Star” that led to his commitment to advance job opportunities for everyone. FAMILY LIFE Tim met Virginian Anne Holton at Harvard Law School and they married in 1984 in the same church in Richmond they attend to this day. They have three adult children. Anne, a former legal aid lawyer and juvenile court judge, served as Virginia Secretary of Education from 2014 until 2016. Before that, Anne ran Great Expectations, a program that offers tutoring, career coaching, and other services to help young adults aging out of foster care and attending Virginia community colleges transition to successful, independent adulthood. She now teaches education policy at George Mason University after having served as its interim President in 2019-2020 – Tim calls her the best public servant he knows. Anne’s father Linwood Holton, a former Republican Governor of Virginia, was critical to integrating Virginia’s public schools, putting the Commonwealth on the path to progress we see today. EARLY CAREER After law school, Tim practiced law in Richmond for 17 years, specializing in the representation of people who had been denied housing due to their race, disability, or family status. As co-chair of the bipartisan Career and Technical Education (CTE) Caucus, Tim focuses on expanding access to job-training programs to ensure that students of all ages are prepared with the skills they need for the jobs of the modern economy. As a member of the Armed Services Committee, a senator from one of the states most closely connected to the military, and the father of a Marine Reservist, Tim is focused on crafting smart defense strategy and reducing the risk of unnecessary war. He has introduced legislation to expand access to quality, affordable health care and lower health care costs for Americans. He has led the fight to protect young people from harmful tobacco products and successfully passed legislation raising the federal tobacco purchase age from 18 to 21. He introduced and successfully pushed for passage of the Dr. Lorna Breen Health Care Provider Protection Act, legislation to prevent burnout, suicide, and mental and behavioral health issues among health care workers, which was signed into law in March 2022. He’s also introduced legislation to give Americans more options for affordable health insurance, to lower the cost of prescription drugs, and to combat the opioid epidemic. ELECTED OFFICE Tim was first elected to office in 1994, serving as a city council member and four years later, Mayor of Richmond. When he was first elected to City Council in Richmond, the city had one of the highest homicide rates in America, and he worked with law enforcement and the community to find solutions that brought down the rate of violent crime. He became Lieutenant Governor of Virginia in 2002 and was inaugurated as Virginia’s 70th Governor in 2006. While serving as Governor, Tim improved the education and health care systems, and by the end of his term, leading publications ranked Virginia the best state to raise a child and the best state for business. He visited a school in every county and city in the Commonwealth and helped Virginia make it through the worst recession since the Great Depression. He also responded to the tragic shooting at Virginia Tech by strengthening Virginia’s background check system and pushing his legislature to do more to make communities safer. At the request of President Obama, Kaine served as Chairman of the Democratic National Committee from 2009 through 2011 where he rallied Democrats around the nation to support passage of the Affordable Care Act. His first enacted bill in the Senate established new standards to help active duty servicemembers attain civilian credentials for military skills to help them find jobs upon leaving the service. He has also introduced legislation to support military families and bring down the high unemployment rate among military spouses. In his Committee role, Tim has also worked to secure key Virginia priorities in defense bills, including the refueling and complex overhaul of the Norfolk-based U.S.S. George Washington. Tim has worked to secure funding for military construction projects in Virginia and continually advocated for the block buy of aircraft carriers to ensure our flexible fleet is ready to defend the nation. On the Foreign Relations Committee, Tim works to enhance American diplomatic leadership. He believes that for far too long, Congress has abdicated its Constitutional responsibility and let Presidents declare war without legal authorization. For this reason, he has introduced several pieces of bipartisan legislation to review war powers and reassert Congress’ responsibility. In addition, Tim coauthored the Iran Nuclear Agreement Review Act, establishing the process for Congressional review of the diplomatic effort to block any Iranian nuclear weapons program. After a twenty-year career as a city council member, mayor, and governor, Tim is thrilled to be on the committee that focuses on education, health care, and jobs. As a member of the Health, Education, Labor, and Pensions (HELP) Committee, Tim has pushed for bipartisan solutions to stabilize the health care marketplace and has worked to serve as an emergency brake on any attempts to repeal the Affordable Care Act and sabotage access to quality health care. He is working with the Committee on the upcoming rewrite of the Higher Education Act, where he will prioritize building a higher education system that values community college and technical education as much as four-year degrees. Building on his support for job training, Tim successfully got many of his provisions to strengthen Career and Technical Education (CTE) in the most recent K-12 education authorization act; these provisions include amendments to expand career counseling, modernize high schools with work-based learning opportunities, and designate CTE as a part of a well-rounded education along with traditional subjects including English, math, and science.
