Biography: I started my own company at just 26 years old in a one-bedroom apartment in Virginia Beach, a telecommunications management firm which in 2007 was named one of America’s top 100 fastest growing IT companies by Inc. 5000. Prior to joining the House of Delegates, I was twice elected to the Virginia Beach City Council in 2008 and 2012. I took office in the House of Delegates in 2014 and currently represent a 50-50 district, winning reelection in 2019 as a conservative by running on my proven track record of success despite being outspent 4-1 by my Democratic opponent.


Why you? I am the only candidate with the entrepreneurial and small business background. As we know, small businesses are the backbone of Virginia’s economy and we must assist them in every way to help modernize and revitalize Virginia’s economy. As the only candidate who served in local government, I understand the struggles they are facing, especially during the COVID-19 crisis. Finally, I have been a champion for all Virginians. Whether standing up for healthcare patients against insurance red tape, helping families achieve access to a better education through school choice, or spearheading innovation in our economy as well as our state infrastructure, I have led on pivotal issues to make a difference in the lives of my fellow Virginians. This is why I have the endorsements of over 700 local and statewide grassroots and community leaders. They know that I’m the candidate who will win in November and get our Commonwealth moving again in the right direction.


What are your priorities? Most people think the Lieutenant Governor has only two roles- casting tie-breaking votes in the Senate and serving as next-in-line in the event of the Governor’s death or abdication of office. As Lieutenant Governor, I will do a lot more than this. I want to lead the policy discussion in the General Assembly. My priorities include defending our fundamental freedoms (including the sanctity of life, the right to bear arms, and our religious freedom), ensuring every Virginia child has access to a quality education regardless of zip code by expanding school choice and modernizing our education system, defending not defunding our law enforcement heroes, restoring confidence in our elections by strengthening Virginia’s election laws, and revitalizing our economy by once again fostering an environment where our businesses are able to thrive and provide opportunities.

Education: I graduated from Green Run High School in Virginia Beach. While in high school, I shot competitively for my NJROTC team and for a team out of Langley Air Force Base, where I gained an early appreciation for our Second Amendment rights. I attended George Mason University (Go Patriots!), where I was a member of the George Mason College Republicans. Additionally, I am a graduate of both the EO/MIT Entrepreneurial Master’s program and the University of Virginia’s Sorensen Institute for Political Leadership.


Relevant Employment History: Throughout my 22 years of experience as an entrepreneur and business executive, I developed a proven track record for success. I received numerous awards, including the Entrepreneurial Excellence Award from the Regent University School of Global Leadership and Entrepreneurship. The company I started when I was 26 years old, a telecommunications management firm which in 2007 was named one of America’s top 100 fastest growing IT companies by Inc. 5000, developed into a national brand, with 143 franchise territories across the country.

Community Service: My wife Chelle and I have been very involved in supporting Operation Homefront. In fact, Chelle has been recognized for her public service and leadership in this organization, receiving Operation Homefront’s Cornerstone Award in 2018 for outstanding service assisting America’s military families. We both remain very active in our community and are involved in various charitable efforts throughout Hampton Roads. I am also a lifetime member of the Filipino-American Community Action Group (Fil-Am CAG) and have been very involved in their efforts throughout the Hampton Roads community. Additionally, I have been heavily involved in Junior Achievement of Greater Hampton Roads, teaching financial literacy in Virginia Beach high schools.


Leadership Experience: Throughout my time on Virginia Beach City Council and in the Virginia House of Delegates, I have led and taken the tough votes to help my constituents. To me, political leadership means not just stopping the bad bills, but actually putting forward the ideas and policies that would move our Commonwealth forward. In recent years, the Republican Party has gotten really good at killing bad bills, but it’s been a while since we actually offered bold initiatives of our own. I’ve served on the House Education Committee since taking office in 2014, and every year I have fought not only the other party but also members of my own caucus to expand parental school choice. Additionally, in one of my proudest accomplishments as a legislator, I stood up to insurance companies and after four years of fighting them as well as my fellow legislators, got my bill passed to stop insurance companies from playing doctor when it comes to much-needed treatments for life-threatening diseases. Much of my leadership derives from my entrepreneurial background and business experience. I am a member and past president of the Entrepreneurs’ Organization of Southeast Virginia and served as Chairman of Junior Achievement of Greater Hampton Roads. I have also spoken at various business schools and national conferences.


Personal Strengths: I’m an outside-the-box thinker when it comes to getting things done. This is an important attribute and personality trait shared particularly by many entrepreneurs. I’m also an active listener and mediator. That is why many have reached out to me over the years for assistance in mediating conflicts, whether on City Council, in the General Assembly, or in various community organizations in my home city and across the Commonwealth. These strengths have well-equipped me to serve our community and Commonwealth and work with all parties to find practical solutions for problems facing Virginians.


What is the most important thing Virginians need to know about you? Virginians need to know that I’m a fighter and I won’t back down. I’ve taken on Democrats and Republicans alike to expand school choice for Virginia families. I took on health insurance companies for four years to stop the practice of making patients fail multiple generic treatments before offering coverage for doctor-recommended treatment. When I believe in something or when I see a problem, I’m always going to fight to fix it.


How would your friends and family describe you? My wife Chelle likes to call me her problem solver. Those who know me best, know that I’m not someone who can put my head in the sand when there is a problem. That’s why I’ve been on the front lines in the House of Delegates pushing to revitalize our shuttered economy, fix our outdated cyber infrastructure, and modernize our behind-the-times education system.
