Biography: Chuck is a local attorney in Virginia Beach who has practiced law for more than 41 years, in Federal law, State law, Iowa law, Virginia law, Military law, Constitutional law, Civil law, Criminal law, and Immigration law. Chuck has defended clients and their rights under the Constitution of the United States in federal courts (both Article I and Article III), state courts, military tribunals and civilian tribunals; representing people from all walks of life. Although during Chuck’s more than 41-year legal career he has practiced in a varied range of law and has handled thousands of cases, his current focus is Constitutional Law, Criminal, law and Immigration law.

A U.S. Marine (0311) and U.S. Navy JAG Commander (Retired), Chuck is married to his beautiful wife Edith, and has five children, one of whom is a graduate of the U.S. Naval Academy. Chuck has lived in Virginia for the last nearly four decades, in Roanoke, Norfolk and Virginia Beach. Chuck has been active in his various communities, and has served as either Chairman, President, Officer, Delegate or on the Board of nearly every organization he has been a member.

Chuck is a born leader. Here are just a few examples: Chairman . Frederick Douglass Foundation of Virginia Chairman . Republican Party of Virginia Beach Chairman . State Ethnic Coalitions Committee . Born on July 4, Chuck was raised by his grandmother in the projects of Greensboro, North Carolina. With little more to give him except unfailing love and abiding faith, she let him neither lose that faith nor forget that sharing a birthday with this great Nation is a special gift that must come with a stronger sense of American pride. Chuck Smith attended Elementary School in the heartland of the Nation’s first capital, Philadelphia, and yet it is his sense of American pride and responsibility that has driven Chuck throughout his life to soar to higher heights. At seventeen years of age, with the Vietnam War raging, Chuck enlisted in the U.S. Marine Corps serving in the heart of the Marine Corps- Infantry, throughout both active and inactive duty for six years.

Just four days after being released from Marine Corps active duty, Chuck was attending North Carolina Central University, where he graduated in just six years with two degrees, a B.A. in Political Science, and a J.D. in Law. Moreover, nearly three years after entering North Carolina Central University, Chuck received a presidential commission to the prestigious U.S. Navy JAG Corps, where he served active, inactive and reserve duty for twenty more years until his retirement.

As a Navy JAG, Chuck served as a Prosecutor, Defense Counsel, Administrative Discharge Officer, and held the prestigious position of Special Assistant United States Attorney. Altogether, Chuck served 26 years of combined military service in the Marine Corps and Navy JAG Corps, active, inactive and reserve. His military service has taken him around the world, from Guantanamo Bay to Okinawa.

Chuck is fluent in Spanish, has studied law at the well-regarded La Facultad de Derecho (Law School), Universidad de Costa Rica at San Jose.

From the projects of Greensboro, the streets of Philadelphia, to the training grounds of Parris Island and onto the courtrooms of Virginia, Chuck has been an ardent defender of the Constitution and American values. His focus, Protecting Virginia’s Freedoms under the Constitution, reflects his continuing sense of duty, and his determination to make Virginia a better place for us all.
